[rcr] Reexport React.__COMPILER_RUNTIME.c or fallback to polyfill (#31140)

Browse Source 
This PR updates the standalone `react-compiler-runtime` package to
either re-export `React.__COMPILER_RUNTIME.c` or to use a userspace
polyfill.
