Improve SaltStack config management section. ( #267 )

* a "watch" requisite is more appropriate here
the service.running with a watch requisite will cause the
service to restart when the "watched" item returns changes
* Change to more standard states conventions
* remove redundant require requisite
* improve language a bit.
