put third_party/ittapi/ in .bazelignore (#101364) put third_party/ittapi/ in .bazelignore Summary: Bazel fails when recursing into this directory because it has a symlink that infinitely recurses. [rfc] opentelemetry in pytorch (#122999) 1. Add current latest version (opentelemetry-cpp version v1.14.2) to PyTorch library.
