Joyee Cheung 7df27582bb bootstrap: throw ERR_NOT_SUPPORTED_IN_SNAPSHOT in unsupported operation 
This patch adds a new ERR_NOT_SUPPORTED_IN_SNAPSHOT error and throw
it in the worker constructor.
