Rich Trott 6b2aa1a2b9 Revert "buffer: convert offset & length to int properly"

This reverts commit ca37fa527f.

A test provided by the commit fails on most (but not all) platforms on
CI.

The modules in lib/internal are intended for internal use in Node.js core only, and are not accessible with require() from user modules. These are subject to change at any time. Reliance on these modules outside of core is not supported in any way.
