97e55f8ea2 sqlite: add tagged template 
This pr introduces the support for tagged templates
And an LRU to cache the templates. We introduced a
new object called SqlTagStore that holds the ref
to Lru. This acts as the main object that allows
us to use tagged templates.

f551c31297 tools: fix tools/make-v8.sh for clang 
Update `tools/make-v8.sh` so that it can work with either `gcc` or
`clang`.

Adds:
- clang settings when CC/CXX environment variables set to clang/clang++.
- Turns off warnings as errors.

Removes:
- goma settings.
- Machine specific settings (moved to Jenkins job configuration).

cde8f275ad tools: allow selecting test subsystems with numbers in their names 
Previously, selecting subsystems with numbers in their names, like
http2, weren't matched due to a restrictive regex:

```
$ tools/test.py http2
No tests to run.
```

The regex now allows digits, so these tests run as expected:

```
$ tools/test.py http2
[00:17|% 100|+ 286|-   0]: Done

All tests passed.
```

5335c101a9 fs: port SonicBoom module to fs module as Utf8Stream 
As a first step to porting portions of the pino structured
logger into the runtime, this commit ports the SonicBoom
module to the fs module as Utf8Stream.

This is a faithful port of the SonicBoom module with some
modern updates, such as converting to a Class and using
Symbol.dispose. The bulk of the implementation is unchanged
from the original.

7be2528e05 tools: compile maglev files into v8_compiler if maglev is disabled 
v8_compiler needs maglev graph builder even if maglev is disabled. But
the required files shouldn't be compiled into v8_internal_headers, which
both v8_base_without_compiler and v8_compiler depends on, causing
duplicate symbols during linking if maglev is disabled or not available
for the target. Let's move the files into v8_compiler target where they
are used.

As the actual location of built libnode.so may differ depending on which
system was used to orchestrate the build (ninja or make),
