This patch splits `NativeModuleLoader` into two parts - a singleton
that only relies on v8 and `node::Mutex` and a proxy class for
the singleton (`NativeModuleEnv`) that provides limited access to
the singleton as well as C++ bindings for the Node.js binary.
`NativeModuleLoader` is then no longer aware of `Environment`.

https://github.com/nodejs/node/pull/24494 fixed a crash
but resulted in increased stress on gc finalization. A leak
was reported in https://github.com/nodejs/node/issues/26667 which
we are still investigating. As part of this investigation I
realized we can optimize to reduce amount of deferred finalization.
Regardless of the root cause of the leak this should be a
good optimization. It also resolves the leak for the case being
reported in #26667. The OP in 26667 has confirmed that he can
still recreate the original problem that 24494 fixed and that
the fix still works with this optimization

This patch moves the serialization of coverage profiles into
C++. With this we no longer need to patch `process.reallyExit`
and hook into the exit events, but instead hook into relevant
places in C++ which are safe from user manipulation. This also
makes the code easier to reuse for other types of profiles.

It was reported that parallel builds on Windows sometimes error because
of missing intermediate files.
On closer inspection I noticed that some files are copied from src/ to
the intermediate build directory in a way where they don't participate
in dependency resolution. Put another way, the build system doesn't
know to wait for the copy to complete because we don't tell it to.
Fix that by not copying around files but instead making the script that
processes them a little smarter about where to find them and where to
store the results.

Implementing the methods out-of-line (i.e., not inline) means we can fix
bugs and have already compiled add-ons pick up the fixes automatically,
something that doesn't work when the methods are inline because then
they get compiled into the add-on instead of the node binary.

This allows us to track the essentially-global objects in
Environment in the heap snapshot. Note that this patch only
tracks the fields that can be tracked correctly. There are
still several types of fields that cannot be tracked:
- v8::Data including v8::Private, v8::ObjectTemplate etc.
- Internal types that do not implement MemoryRetainer yet
- STL containers with MemoryRetainer* inside
- STL containers with numeric types inside that should not have their
nodes elided e.g. numeric keys in maps.
The `BaseObject`s are now no longer globals. They are tracked
as arguments in CleanupHookCallbacks referenced by the Environment
node. This model is closer to how their lifetime is managed
internally.
To track the per-environment strong persistent properties, this patch
divides them into those that are also `v8::Value` and those that
are just `v8::Data`. The values can be tracked by the current
memory tracker while the data cannot.
This patch also implements the `MemoryRetainer` interface in several
internal classes so that they can be tracked in the heap snapshot.

Added the `dgram.connect()` and `dgram.disconnect()` methods that
associate/disassociate a udp socket to/from a remote address.
It optimizes for cases where lots of packets are sent to the same
address.
Also added the `dgram.remoteAddress()` method to retrieve the associated
remote address.

The diagnostic report currently contains command line
information, and the environment, which contains the PWD
environment variable. This combination covers the majority
of cases, but it would be useful to have the result of
uv_cwd() as an additional data point. This commit adds that
information.

Instead of sharing the OS-backed store for all `process.env` instances,
create a copy of `process.env` for every worker that is created.
The copies do not interact. Native-addons do not see modifications to
`process.env` from Worker threads, but child processes started from
Workers do default to the Worker’s copy of `process.env`.
This makes Workers behave like child processes as far as `process.env`
is concerned, and an option corresponding to the `child_process`
module’s `env` option is added to the constructor.
