b013e6e32d tools: update ESLint dependencies 
- Update all dependencies to their latest version and regenerate lock
  file.
- Fixup deprecated field of `@stylistic/eslint-plugin` config.
- Disable `assignmentOperator` indent rule (we are inconsistent, so
  there's no valid config for it).
- Disable jsdoc rules that we do not follow.

e05756f9f6 tools: revert to use @stylistic/eslint-plugin-js v3 
@stylistic/eslint-plugin-js v4 has been updated to ship ESM-only,
which needs require(esm) support due to the monkey-patching
we do in our eslint.config.mjs. The node-test-linter job in Jenkins
still runs Node.js v20 which has not yet released unflagging
of require(esm). Revert to use v3 for now until we upgrade the
Node.js version used in the CI.

e0e0b1a70e tools: lock versions of irrelevant DB deps 
`caniuse-lite` and `electron-to-chromium` are "database dependencies"
that we don't care about and are often updated, increasing the size of
the repository each time. Lock their versions to the currently
installed one so it doesn't happen in the future.

f44969a5ab tools: update ESLint to current version 
We have been stalled on ESLint 3.8.0 for some time. Current ESLint is
3.13.0. We have been unable to upgrade because of more aggressive
reporting on some rules, including indentation.

ESLint configuration options and bugfixes are now such that we can
reasonably upgrade.

Update ESLint to 2.1.0. ESLint has a number of potentially-useful new
features but this change attempts to be minimal in its changes.
However, some things could not be avoided reasonably.

ESLint 2.1.0 found a few lint issues that ESLing 1.x missed with
template strings that did not take advantage of any features of
template strings, and `let` declarations where `const` sufficed.

Additionally, ESLint 2.1.0 removes some granularity around enabling ES6
features. Some features (e.g., spread operator) that had been turned off
in our configuration for ESLint 1.x are now permitted.
