c66e6471e7 lib: remove ERR_INVALID_OPT_VALUE and ERR_INVALID_OPT_VALUE_ENCODING 
This will be a start to generalize all argument validation
errors. As currently we throw ARG/OPT, OUT_OF_RANGE, and other more
specific errors.
The OPT errors didn't bring much to the errors as it's just another
variant of ARG error which is sometimes more confusing (some of our code
used OPT errors to denote just argument validation errors presumably
because of similarity of OPT to 'option' and not 'options-object')
and they don't specify the name of the options object where the invalid
value is located. Much better approach would be to just specify path
to the invalid value in the name of the value as it is done in this PR
(i.e. 'options.format', 'options.publicKey.type' etc)

Also since this decreases a variety of errors we have it'd be easier to
reuse validation code across the codebase.

e65bed1b7e child_process: create proper public API for channel 
Instead of exposing the C++ bindings object as `subprocess.channel`
or `process.channel`, provide the “control” object that was
previously used internally as the public-facing variant of it.

This should be better than returning the raw pipe object, and
matches the original intention (when the `channel` property was
first added) of providing a proper way to `.ref()` or `.unref()`
the channel.

0646eda4fc lib: flatten access to primordials 
Store all primordials as properties of the primordials object.
Static functions are prefixed by the constructor's name and prototype
methods are prefixed by the constructor's name followed by "Prototype".
For example: primordials.Object.keys becomes primordials.ObjectKeys.

64182e95e2 child_process: setup stdio on error when possible 
As more spawn() errors are classified as runtime errors, it's
no longer appropriate to only check UV_ENOENT when determining
if stdio can be setup. This commit reverses the check to look
for EMFILE and ENFILE specifically.

cc7b3fbaab child_process: only stop readable side of stream passed to proc 
Closing the underlying resource completely has the unwanted side effect
that the stream can no longer be used at all, including passing it
to other child processes.

What we want to avoid is accidentally reading from the stream;
accordingly, it should be sufficient to stop its readable side
manually, and otherwise leave the underlying resource intact.

28e2c3771d child_process: rename _validateStdtio to getValidStdio 
The name indicated only validation while it did much more and it
returned a different value to the callee function. The underscore
was also not necessary as the function is internal one way or the
other.

daa97df343 child_process: ensure message sanity at source 
Error messages coming out of de-serialization at the send target
is not consumable. So detect the scenario and fix it at the send source
